With the cost of an advanced technology wafer fab at $2-3 billion and increasing at 15% a year, and technology R&D product cycles costs exceeding $500 million a year and rising by 20% annually, cooperation and collaboration have become essential to the semiconductor industry's survival and success. For more than 16 years, International SEMATECH has led the industry in forging collaborative partnerships among suppliers, manufacturers, universities, national laboratories and governments. SEMATECH's experience suggests that a complex interplay of cooperation and competition may lie at the heart of the industry's ability to sustain itself, and ultimately prosper.
