ABSTRACT

Europe is not a single state regardless of the marketing hype that says otherwise. Europe is and will remain for a few more generations a collective of states attempting to work within common objectives. One of those is R&D. Compared to the US and Japan, the European Union comes a poor third as far as funding R&D. The EU has been wise to this for some years now and the MEDEA+ programmes are but a part of the bigger picture. But unlike the US, for instance, European countries continue to treat other European countries as competition. This reason and its many variations prevent Europe from delivering a single, powerful response. What doesn’t help the cause even further is that some EU member states simply don’t take advantage of what is being offered in the first place.
